ExxonMobil Cuts Permian Flaring Intensity Toward Zero-Routine Target
The company says it has ended routine flaring across its operated Permian assets and is folding the former Pioneer acreage into the same 2030 zero-routine plan.

ExxonMobil says it has stopped routine flaring across all of its operated assets in the Permian Basin and is now working to bring the same standard to the roughly 1.4 million net acres it picked up in the Pioneer Natural Resources deal. The claim, laid out in the company's latest climate reporting and Permian updates, is the clearest signal yet that the largest producer in the basin intends to hit zero routine flaring across every operated upstream asset by 2030, in line with the World Bank's Zero Routine Flaring by 2030 Initiative.
Routine flaring is the deliberate burning of associated gas that comes up with oil when there is no pipe to take it away, or no economic reason to capture it. It wastes a salable product, and it puts carbon dioxide and unburned methane into the air. Ending it is one of the cheaper, faster emissions moves available to an oil producer, which is exactly why it has become the headline metric everyone watches in the Permian.
What ExxonMobil is actually claiming
The company eliminated routine flaring in its heritage operated Permian assets in 2022. That was the first milestone. The harder part is the acreage that came with Pioneer, which closed in May 2024 and more than doubled ExxonMobil's Permian footprint. Combined, the two companies hold more than 1.4 million net acres across the Delaware and Midland basins, with an estimated 16 billion barrels of oil-equivalent resource.
ExxonMobil has moved Pioneer's net-zero Scope 1 and 2 target from 2050 to 2035, a 15-year acceleration, and pulled the acreage under its own Permian goal of net-zero Scope 1 and 2 emissions by 2030. Flaring is a piece of that, but only a piece. Pneumatic devices, the small gas-driven controllers that vent methane by design, are the other big lever. The company says it replaced more than 6,000 pneumatic devices across Pioneer assets in 2025 and intends to eliminate them entirely at Pioneer Permian locations by 2030.
The numbers behind the target
On methane, which is the gas that matters most for near-term warming, ExxonMobil reports cutting its methane emissions intensity by more than 60% from 2016 through 2025. It is planning a 70% to 80% reduction against that 2016 baseline by the end of 2026. The company puts its total methane emissions at roughly 142,000 metric tons across the corporation in 2025, with about 96% of that coming from upstream operations.
Flaring still shows up inside those methane figures because incomplete combustion lets some gas through unburned. ExxonMobil says flaring made up about 15% of methane emissions in its upstream operations in 2025, and that recent work eliminated the flaring of more than 34 million cubic feet of gas across 2024 and 2025. Those are company-reported numbers, not third-party audited totals, and readers should treat them as such until independent monitoring data catches up.
Monitoring is doing the heavy lifting
You cannot cut what you cannot see, and detection is where ExxonMobil has spent real money. The company set up a Center for Operations and Methane Emissions Tracking, which it calls COMET, and layered together satellites, aircraft, drones, and ground-based sensors into what it describes as a continuous monitoring program. More than 400 heritage ExxonMobil sites in the Permian already run continuous monitoring.
The Pioneer sites are next. ExxonMobil says it expects to finish continuous monitoring across the acquired Permian sites by the end of 2026, with a broader global rollout to all key operated upstream assets by 2028. The internal data plumbing runs through a platform called Vantage, which the company says tracks more than 22,000 wells and over 3 billion cubic feet of natural gas daily. Continuous, sensor-based measurement matters because it replaces the old model of periodic flyovers and engineering estimates, which routinely undercounted real emissions.
Why zero routine flaring is the easy part
Ending routine flaring is a solved problem when the infrastructure exists. You build the gathering lines and compression to move associated gas to market, and the flare stops. The trouble in the Permian has never been the intent; it has been takeaway capacity. When gas processing and pipelines fill up, or when a plant goes down, producers flare because the alternative is shutting in oil production. That is why non-routine flaring, the kind driven by outages and maintenance, is much harder to drive to zero than the routine kind.
ExxonMobil's plan leans on scale here. A producer moving toward roughly 2.3 million barrels per day of Permian output by 2030 has the volume to justify dedicated gas infrastructure that a smaller operator cannot. The company also holds a strong position in basin gas processing, which gives it more control over where associated gas actually goes. That structural advantage is a real reason to take the target seriously, and also a reason to be skeptical when smaller operators claim they can follow the same path on the same timeline.
What to watch next
The credibility test is the 2026 monitoring buildout. If ExxonMobil finishes continuous, sensor-based measurement on the former Pioneer sites by the end of the year, the flaring and methane numbers stop being estimates and start being measured. That is the point at which outside groups, and regulators, can check the claims against instrument data rather than company math.
Federal methane rules and the EPA's waste emissions charge have raised the cost of leaking and flaring, which sharpens the business case regardless of climate commitments. For a company producing this much gas alongside its oil, keeping molecules in the pipe instead of the flare is now a straightforward margin decision as much as an environmental one. The direction is clear. The remaining question is whether the measured results, once the sensors are all live, match the reported ones.
