The RIN Market: How a Tradeable Credit Quietly Sets the Price of Ethanol in Your Gas
A 38-character serial number attached to every gallon of ethanol has become one of the most volatile commodities in American fuel, and it decides how much biofuel ends up in your tank.

Every gallon of ethanol produced in the United States is born with a 38-character serial number. The Environmental Protection Agency calls it a Renewable Identification Number, or RIN, and treats it as the currency of the Renewable Fuel Standard. Refiners trade these credits by the billion. In early June, per the Energy Information Administration, ethanol RINs changed hands near $2.37 apiece and biomass-based diesel RINs near $2.41, both within reach of records set in 2021. That is not pocket change on a fuel that sells for a couple of dollars a gallon. If you want to understand why a mandate written in 2005 still moves the price at the pump, you have to understand this credit.
What a RIN actually is
The Renewable Fuel Standard requires that a set volume of renewable fuel be blended into the nation's transportation fuel each year. Congress wrote the volumes; the EPA administers the program. To make an abstract national volume enforceable against thousands of individual companies, the agency built a tracking system. When a producer makes a gallon of biofuel, a RIN is generated and logged in the EPA Moderated Transaction System, the database of record for every RIN transaction.
One gallon does not always equal one RIN. The credit count scales with the fuel's energy content and category. Corn ethanol, coded D6, generates one RIN per gallon. Biomass-based diesel, coded D4, generates about 1.5 RINs per gallon, and renewable diesel roughly 1.7, because a gallon of it displaces more petroleum energy. The D-codes matter: D3 is cellulosic, D4 biomass-based diesel, D5 advanced, and D6 conventional, which in practice is mostly corn-starch ethanol. Each category has its own annual requirement and its own price.
How refiners get on the hook
The companies legally responsible for the mandate are refiners and fuel importers, what the EPA calls obligated parties. Note who is missing from that list: the blenders and retailers who physically splash ethanol into gasoline. That gap is deliberate and, as we will see, it is one reason the RIN market gets so jumpy.
Each year the EPA converts the statutory volumes into percentages. An obligated party multiplies those percentages by the gasoline and diesel it produces or imports to get its Renewable Volume Obligation, or RVO, expressed as a number of RINs it must hand back to the government. After the compliance year closes, generally by the following March 31, the party retires enough RINs to cover the RVO. RINs are valid for two years, and at least 80 percent of a given year's obligation must be met with current-year credits, which keeps parties from hoarding old paper indefinitely.
Here is the mechanical trick that makes the whole thing tradeable. While a RIN rides along with its physical gallon it is assigned and cannot be sold on its own. Once that gallon is blended into finished fuel, the RIN separates. A separated RIN is a free-floating credit that can be bought, sold, banked, or retired. A refiner that blends its own biofuel earns the RINs it needs. A refiner that cannot blend enough simply buys separated RINs from someone who blended more than they had to. That is the entire compliance economy in one sentence.
Why the price swings so hard
A RIN has no floor of intrinsic value and no ceiling of physical scarcity in the ordinary sense. Its price is the market's read on how hard it will be to satisfy a government mandate. When compliance looks easy, RINs trade for pennies. When it looks tight, they spike toward the price of the gallon itself.
The historical record shows just how wide that band is. The EPRINC policy group traces D6 ethanol RINs rising from roughly 5 cents per gallon in 2013 toward about 15 cents by early 2017. When the Trump administration granted small-refinery exemptions aggressively, the compliance cost sagged back toward 5 cents. When the Biden administration curtailed those exemptions, the burden climbed into a 25-to-30-cent range before a glut of biodiesel dragged it back near 8 cents. Then came the EPA's March 27, 2026 final rule setting sharply higher obligations for 2026 and 2027, and prices ran toward record territory again. The EIA's explanation is blunt: RIN prices rise with high RVOs because biofuel producers need fatter margins to justify making enough fuel to meet a bigger mandate.
None of these moves is about a shortage of ethanol molecules. They are about policy expectations, exemption decisions, and how close the required volume sits to what the fuel pool can physically absorb.
The blend wall
That last point is the crux, and it has a name: the blend wall. Nearly all gasoline sold in the United States is E10, up to 10 percent ethanol by volume, because that is the blend most engines, warranties, and fuel infrastructure are built around. Ten percent of total gasoline demand is therefore a rough ceiling on how much ethanol the market can swallow without pushing higher blends like E15 or E85, which need special pumps and willing customers.
When the EPA's mandated ethanol volume approaches or exceeds that 10 percent ceiling, the program runs into the wall. Obligated parties cannot blend their way to compliance because there is nowhere to put the extra gallons. They are forced to bid for separated RINs instead, and with physical blending capped, those credits become the only path to meeting the number. Prices scream. The 2013 spike is the textbook case: analysts widely read it as blend-wall anxiety, a market pricing in the fear that the mandate would soon outrun E10's capacity.
Exemptions, and the cost that reaches your tank
One more lever sits on top of all this: the small-refinery exemption, or SRE. The EPA can excuse a qualifying small refinery from its obligation on grounds of disproportionate hardship. Each exemption erases that refiner's RIN demand. When exemptions are granted freely, demand for credits falls and prices soften, which is exactly what happened during the late-2010s. When they are denied, the obligation lands back on the broader pool and prices firm up. In November 2025 the EPA issued another batch of decisions on pending SRE petitions, a reminder that this is a live, running dial rather than a settled policy.
So does the RIN reach the pump? The honest answer is: partly, and it depends. Obligated parties clearly treat RINs as a cost of doing business, and EPRINC's work shows that cost tracking through fuel prices over time in the single-digit to roughly 30-cent range depending on the administration. But the RFS also creates an offsetting incentive. A high RIN price is, by design, a subsidy paid to whoever blends renewable fuel, which can pull down the retail price of blended gasoline even as it raises the refiner's compliance bill. The net effect on the sticker at your local station is smaller and messier than the raw RIN quote suggests, and economists still argue about the size.
What is not in dispute is the mechanism. A serial number no one outside the industry has heard of, generated automatically the moment a gallon of ethanol is made, has become one of the most volatile commodities in American fuel. Its price is set less by farmers or drivers than by a percentage the EPA publishes each year and by the exemptions it hands out. When you read that biofuel policy is tightening or loosening, watch the RIN. It is where the argument gets settled in dollars.
